The same project can follow very different paths depending on the address. Burbank, Glendale, Pasadena and San Marino each run their own building and planning departments. North Hollywood and Van Nuys are part of the City of Los Angeles. Altadena is unincorporated Los Angeles County. Setbacks, design review, hillside rules, fire-hazard standards and utilities all vary.
